IMPORTANT NOTICE

All unit owner vehicles must have displayed a Cedar Hollow parking decal while parked on Cedar Hollow property.  The decals have all been issued either by hand or mail.  If you submitted your registration form but did not receive your decals please contact us immediately.  

Any vehicle found to be in violation of this notice will be subject to a $25 fine per day.  Please make sure your decal has been placed on the backside of your rearview mirror.

Tandem parking:      

Although normally prohibited by the no tandem parking rule, the Board has decided to allow unit owners to request an exception to the rule in order to park their moped or motorcycle in front of their vehicle.  This exception will require Board approval and will be made on a case-by-case basis taking into account all the relevant facts.  It may be necessary at a future date to rescind this privilege and the Board reserves this right in all cases.

  

OBJECTIVES:

To ensure that ONLY Cedar Hollow residents are parking on our property.

To enable Cedar Hollow management to identify owner(s) of vehicles parked on our property in case of plowing events and emergencies.

To alleviate the lack of available visitor parking for unit owner’s guests.

The rules for registration of vehicles were adopted by the Board of Directors on April 28, 2010 by majority vote.

      A.  MOTOR VEHICLES / PARKING RULES

The Cedar Hollow Association, Inc. parking rules and regulations here are not new, only clarified and a way to enforce the existing rules.  They were developed to enhance the safety and comfort of the unit owners and their guests.  The Board recognizes that parking space is limited and the policies reflect an interest in providing the best reasonable accommodations for our residents as a whole.

The value of our units depends on our ability to properly maintain our condominium complex.  A spirit of cooperation and respect of each other’s rights are essential elements in creating an enjoyable environment in which to live.  We must respect the rights of others and the restrictions imposed by the proximity of our living quarters.  Consideration, discretion and courtesy are required at all times.

Unit owners are encouraged to notify either the Property Manager or the Board of Directors any violations of the policy.  The management at Cedar Hollow does its best to monitor parking policies to ensure compliance; however, this responsibility is shared with all unit owners and tenants.

1.  GENERAL RULES

a.  Each unit is assigned two numbered parking spaces

b.  Each assigned parking space may be used only by the applicable unit owner or their guests, tenants or agents.  The only exception is when the owner has given written permission (with a copy to the Association) for use by another unit owner.  Other vehicles may be towed at the vehicle owner’s expense at the direction of the unit owner or the Board of Directors. 

c.  Every vehicle owned by a unit owner/tenant and parked on Cedar Hollow property must properly display a resident parking decal at all times. 

d.  The parking spaces shall not be used for any purpose other than to park passenger vehicles excluding specifically commercial vehicles, trailers, boats, motor homes, campers, or portable/mobile storage units (PODS)

 i.  Commercial vehicles are described as: trucks and vans that have a weight capacity exceeding one ton, hold tools, equipment, and/or materi­als (i.e. building materials, debris etc.) visible from the exterior, vehicles with commercial plates; or vehicles that exceed twenty (20) feet in length, seven (7) feet in height and/or take up more than one parking space; or vehicles with company logos or advertisement.

ii.  Commercial vehicles are allowed on the property only when they are doing service re­lated work on one of the units.  No overnight parking is allowed.

iii.  Personal pick-up trucks one ton or less used for personal transportation with no exter­nal equipment or apparatus except for one toolbox will be considered a passenger vehicle and must be licensed as such.  Equipment or building material temporarily kept in the bed of a personal pick up truck must be securely covered. 

iv.  Vans with a weight capacity of one ton or less, no flammable materials and no external equipment or appara­tus will be allowed.

v.  Law enforcement vehicles and other city owned emergency vehicles including but not limited to local and state police vehicles, will be allowed.

vi.  Moving trucks, trailers, boats, motor homes, and campers will be allowed for incidental loading and unloading.  Please call association for special permission, (860) 282-7733.

vii.  Oversized delivery and moving trucks are not allowed on Cedar Hollow property except to load and unload.  These vehicles must be parked during the loading and unloading entirely on the paved surface of the parking lot and not on the sidewalk or grass area.  Unit owners authorizing oversized vehicles to enter the property shall be responsible for any damage caused by such vehicles.

         viii.  Any other vehicles will be reviewed on a case by case basis by the Board of Directors.

e.  No parking is permitted in the fire lanes, in front of the fire hydrants, or in front of yellow painted curbs.

f.  No parking is permitted in front on the dumpsters, mailboxes or other designated no parking areas.

g.  A fifteen (15) minute loading/unloading period is allowed for those residents in the 600 building since no parking spaces exist directly in front of the building; however, your vehicle should not be left unattended.

h.  No tandem parking is permitted.  Each space shall only be occupied by a single vehicle.

i.  Vehicles must not straddle the white or yellow striped markings between parking spaces.  Vehicles must not extend over the lawn and prevent mowing equipment from performing maintenance.

j.  Vehicles must have current registration and be in compliance with state and local regula­tions where the vehicle is currently registered at all times.

k.  Vehicles must be kept in good running order to assure no fluid leaks and no excessive noise.

l.  No vehicle repairs or maintenance (including oil changes) on the Cedar Hollow property with the exception of emergency repairs such as jump-starts and flat tire repair.  For all other repairs or maintenance the vehicle must be removed from the property.

m.  The speed limit of 10 miles per hour must be observed while driving through the complex.

n.  Car washing and waxing is permitted.

o.  Motorcycles are permitted under the following conditions:

i.  They are parked in a unit owner’s assigned space.  It is suggested a wood block be placed under the kick stand to avoid damage to the asphalt as the unit owner will be responsible for the damage.  Remember only one vehicle per parking space.  The parking of a motorcycle and vehicle in the same parking space is strictly prohibited.

ii.  They are muffled to prevent excessive noise. Excess noise may result in removal from the property, with proper notice.

iii.  They are driven within the posted speed limits at all times while on the property.

iv.  They display a proper unit owner parking permit decal.

p.  No vehicle shall be parked in such a manner as to impede or prevent ready access to any entrance, exit or driveway.  Any offending vehicle is subject to immediate towing without warning.

q.  Unit owners, tenants and guests must comply with the snow plowing rules and regulations which are issued annually prior to the first snowfall. 

2.  UNIT OWNERS / TENANTS PARKING

a.  Each unit owner/tenant will be required to register all vehicles with the Board by completing and submitting the proper form to the Board.  Every vehicle registered must have an assigned parking space on the property.  Upon receipt of the properly completed vehicle registration form the unit owner will receive their permanent parking decals for either their vehicles or their tenant’s vehicles.

b.  Unit owners are required to provide a copy of the parking rules and regulations to each tenant and ensure they comply with them.  Any fines resulting from violations by the tenant will be the responsibility of the unit owner.

c.  Each unit owner/tenant will be issued a permanent parking decal to be placed on the back side of the rear view mirror.  In case of a two-wheeled vehicle, it will be placed on the back of the side view mirror.  The parking decal number will relate to their vehicle registration and kept on a master list for identification.  It will not identify the owner’s actual unit number.  Replacements need to be applied for when vehicle or license is replaced.

d.  Any unit owner renting one or both of their parking spaces assigned to their unit must notify the Board and provide a completed registration form from the renter.  The permanent parking decal will be issued to the unit owner for disbursement to the renter.  It is not acceptable to rent out one or more owned/assigned spaces and use the visitor parking spaces for regular or part time occupants in a unit.

e.  Unit owners are not authorized to park their vehicles in the designated visitor spaces without prior written permission from the Board of Directors.

f.  New unit owners will be given 14 days to provide the necessary vehicle registration form, receive their parking decals, and affix them accordingly. 

 3.  VISITOR PARKING

a.  Visitor parking is on a strictly first come, first served basis.   It is the responsibility of the unit owner to inform their guest of proper parking areas.

b.  Visitor parking for guests is limited to not more than 10 nights in any 30 day period for each unit.  Any special circumstances which will extend beyond this period need to be put in writing and brought to the Board’s attention for consideration.

c.  Visitor parking for day time guests will not be limited at this time.  If this becomes an issue in the future the Board will address it at that time.

d.  Unit owners are not authorized to park their vehicles in the designated visitor spaces without prior written permission from the Board of Directors.  The Board also reserves the right to place a warning/violation sticker on vehicles that are in violation of the above policy.

4.  FINES

Any vehicle parked in violation of the above rules shall be subject to fines and/or towing at the owner’s risk and expense at the discretion of the Board of Directors.  The owner of the vehicle shall also pay any legal fees and court costs incurred by the Association in the enforcement of these rules.

The fines for violation of any parking rule or regulations are $25 per vehicle per occurrence.

FREQUENTLY ASKED QUESTIONS (FAQ):

Q1:  What if I have a vendor working on my unit for a few hours during the day?

A1:  If only once for a couple of hours ask them to park in the visitor’s parking area.  You also may allow them to use your own assigned space in front of your unit.  If for several days of work you should notify the Board of the situation. 

Q2:  What if I want to give my assigned parking space to my guests for convenience purposes? 

A2:  Unit owners are not authorized to park their vehicles in the designated visitor spaces without prior written permission from the Board of Directors.  You may always offer to park your visitor’s car for them.  If you have a special situation it should be put in writing and brought to the Board’s attention for consideration.   

Q3:  What if I have a health-aide/medical care person daily?

A3:  If this only involves visits during the day light hours simply ask them to park in the visitor designated parking areas.  You also have the option of allowing them to park in one of your unoccupied assigned parking spaces in the front of your unit.  If your care involves overnight parking on an extended basis please contact the Board in writing for consideration.

Q4:  If I own three vehicles where should I park my third vehicle?

A4:  Unfortunately, we only have two assigned parking spaces per unit.  Your options would include renting a space from another unit owner who only has one vehicle or parking your third vehicle off-site.  It is not acceptable for you to park any of your vehicles in the visitor parking spaces.

Q5:  May I rent out one or more of my owned/assigned parking space and allow frequent guests to park in the visitor parking spaces. 

A5:  No, it is not acceptable to rent out one or more owned/assigned spaces and use the visitor parking spaces for regular or part time occupants in a unit.  Visitor parking for guests is limited to not more than 10 nights in any 30 day period for each unit.      

Q6:  There’s a vehicle parked in my assigned parking space without my permission.  Who do I call or what should I do?

A6:  You many do one of three things:  First, you may feel free to leave a note on the windshield explaining the situation.  Often times, an inappropriately parked vehicle is that of a visitor or a new unit owner that may not be aware that specific spaces are reserved.  Secondly, you may call the police and they will ticket the vehicle.  Thirdly, you may have the vehicle towed at the expense of the owner’s/operator.  Please contact an available Board member who will contact a towing company for you.

Q7:  I have frequent overnight guests which will exceed the limit of 10 nights in any 30 day period.  What are my options?

A7:  Unfortunately, we have very few visitor parking spaces so we need to set limits on overnight guests.  If you will exceed the 10 day limit your options are to rent an assigned parking space from another unit owner who has an extra one or to park your guest’s vehicle at an off-site location. 

Q8:  My vehicle or my guest’s vehicle has been towed.  What do I do?
